Working Paper WP 22 Fourth Report of the Communications Adviser

This was the fourth and final visit to Tonga by the Communications Adviser on the Tonga environment Planning Strengthing Project (TEMPP). This visit extended from 6 May to 5 June 1999 and followed a visit in March 1999. In examining the approach of the CA over the last four visits it is important to examine some of the philosophies, observations and assumptions underluing the development and selivery of the Communications Programs.
