Volume I - Executive Summary Proposal to Build, Own, Operate & Maintain ( BOO )

A consortium formed by Global Plasma Systems Corporation ("GPSC") is pleased to present to the Ministry of Labour, Commerce, Industries & Tourism, this proposal to finance, construct, operate and maintain a 250 metric tonne per day waste-to-energy facility to serve the long-term waste disposal needs of the Kingdom of Tonga. This facility is estimated to generate 6MWh of electricity for sale to local electricity authority. The Facility will be located on the island of Nuku'alofa, at a site to be determined which would be suitable for this project and will dispose of Coconutwaste, Agriculture Waste, and Municipal Solid Waste generated in the region. The Project will be implemented under a build-own-operate & maintain scheme.
